Devices connecting to wrong network

I have set up my Eero network as my top preferred network on all my devices, but some of them (different brands) regularly skip Eero network when turning on and instead connect to Chromecast or neighbor's wifi. Is this a known issue? Short of deleting networks from my preferred networks list, what's the fix?
