Eero Needs Internet to Restart From App?

I've always been able to restart any eero unit from the app when my internet connection was down (typically modem needs rebooting). But today I needed to do the same and the app tells me I have to do a manual reboot (unplug and replug eero) to restart eero when there's no internet connection. You need an internet connection to make a local restart? When did this change get made and why?
