Ability of App to Know if it is an Internet Outage or eero Cloud Outage

Currently, if eero backend services are down, the app indicates an issue with internet access, even encouraging endusers to reboot their devices - even when the network is operational and internet access is available to devices connected to the eero network.  In these cases, users end up rebooting and their network become inoperable as eero cloud is down.  It also creates unnecessary burden on eero cloud services when a large portion of your user base is trying to reboot their eeros.

There should be a separate error message when eero cloud / backend services are down - it should not be communicated as an internet outage.
