current bandwidth activity

My network is freezing and the app cannot answer the basic questions:

1) Am I hitting my ISP bandwidth limit?  

2) which device(s) is causing this?

3) optionally, apply qos.

I need charts and numbers.  These are rather basic router functionality questions that my 12+ year old router can answer lickety split.
