Allow children to request time extension

The Eero app should have a family role based access control element with family and guest users.  A family member should be able to be invited as a user. That user should have the ability to request a temporary time extension on a group scheduled time pause.  This prevents the admin from having to manually change the schedule when unexpected changes in schedules happen.
