Eero Fluctuation and Slow Speeds

I live in a townhouse. The connections for my cable and internet are under the stairs that lead to the 2 upstairs bedrooms. I use a Motorola Surfboard modem and my router was the Apple Extreme. I wasn't getting strong enough wifi signal when both my husband and I were using Skype at the same time. So I bought the Eero 2 pack. I set it up according to instructions, plugged the 2nd Eero upstairs and got fluctuating upload and download speeds. The upload speeds ranged anywhere from 1-3mg. With my Apple Extreme I was getting 25 up. My down speeds ranged from 68-115mg. So I hardwired the base station to the unit upstairs. Now I get anywhere from 125-145mg down and 2-8mg up. I don't think the signal should fluctuate that much, all the time. Has anyone found a fix for this?
