How does eero network determine which node to assign your device to?

I have the 3 pack 5gen system and currently have set-up with one being the gateway and using only one of the additional nodes as an extender to handle 18 connected devices both 2.4 and 5).  Although everything is working I have noticed that the system has assigned some devices to the farthest away unit. For example, it has assigned both home security cameras to the same extender even though one camera is quite close to the gateway unit. Both are 2.4 GHz units and I would think the one closest to the gateway would have been routed through it and the other through the extender. If not physical distance and signal strength how does eero determine which node to assign your network devices?
