Offline management and configuration of eero?

Is it possible to manage my Eero network if my ISP is down?   For example is it possible to confirue Internet Backup if the ISP is already down?

I'm thinking about what happens if I have an extended ISP outage.  My previous (Asus) routers were managed entirely locally.  Eero seems to need Internet for all its functionality.
